Kelly Sandra Baloyi is a dedicated public administrator and dynamic leader, recently appointed by President Cyril Ramaphosa to the Board of the National Youth Development Agency (NYDA) for a three-year term effective 1 August 2025. Her selection underscores a proven, long-standing commitment to youth development and public service.
Professionally, Baloyi has built substantial experience within government structures, including roles in the Western Cape Department of Community Safety and Police Oversight, and in the Department of Electricity and Energy with a focus on women and youth. This frontline work has afforded her a deep, practical understanding of policy formulation, legislative processes, and intergovernmental relations.
On the NYDA board, Baloyi leverages her unique blend of grassroots community insight and government operational experience to address critical youth challenges. Her strategic approach prioritizes unemployment, skills development, and economic participation, driven by a focus on good governance, effective implementation, and collaboration to create tangible opportunities for South Africa's youth.
Academically, she holds a degree in International Studies from Stellenbosch University and a Master’s in Public Administration from Unicaf University. She is further advancing her expertise as a commencing Ph.D. candidate at the University of Johannesburg, focusing on participatory approaches to the Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) and community engagement.
